Most of the time it's whenever Aikar and Max or another mod want to do it. So it can be days to even months.
I reckon they should give any staff member the ability to start one but have it be automatic... Like on the original EMC mob arena server...
I think that senior staff can start the area automatically now, just they need a mod to put the mob eggs in the dispensers.
